PRESS RELEASE: BCWD BOARD OF DIRECTORS TAKES OATH REPRESENTING SOCIO-CIVIC, EDUCATION, AND PROFESSIONAL SECTORS (January 27, 2025)

The joint Oathtaking Ceremony of Directors Horacio T. Santos, and the new Members of the Butuan City Water District Board of Directors – Atty. Araceli L. Morcilla and Engr. Cesar T. Palma, took place in the afternoon of January 8, 2025 at the City Mayor’s Office, City Hall, as administered by Hon. Ronnie Vicente C. Lagnada, City Mayor.
The ceremony was witnessed by Directors Carmenchu B. Vicente and Leonardo G. Yu, and General Manager - Engr. John Michael Y. Benito.
Director Santos, whose term of Office expired last December 31, 2024, was re-appointed to another six year term effective January 1, 2025, representing the Civic Sector, following the provisions of Presidential Decree 198, otherwise known as The Provincial Water Utilities Act of 1973, as amended, and LWUA Memorandum Circular 005.16 dated June 6, 2016.
Meanwhile, Director Morcilla will represent the Education Sector and will serve the remaining term of Director Ronaldo C. Montero effective from the date of appointment – November 16 , 2024 to December 31, 2028.
On one hand, Director Palma will represent the Professional Sector and will serve a six-year term effective January 1, 2025, after the term of Office of Director Dennis M. Bacala expired on December 31, 2024.
Also, in compliance with the provisions of Presidential Decree No. 198 otherwise known as the “Provincial Water Utilities Act of 1973”, particularly, Chapter IV (The Board), Section 15 (Organizational Meeting), thereof, states that:
x x x x At said first meeting of the district Board, and thereafter at the first meeting of each odd-numbered year, the Board shall elect a chairman, a vice-chairman, a secretary and a treasurer. x x x x
On the strength of this provision, the Board reorganized themselves beginning January 1, 2025 to December 31, 2026, to wit:
- Horacio T. Santos - Chairman
- Leonardo G. Yu - Vice Chair
- Carmenchu B. Vicente - Secretary
- Araceli L. Morcilla - Treasurer
- Cesar T. Palma, Jr. - Member/Director
Subsequently, the Members of the Board reorganized themselves to the corresponding Committees, in compliance to the stipulations of EO 65 particularly Section 7 (Committees) thereof provides the creation of working committees in the LWD Board of Directors for LWDs under Category A:
- Archt. Horacio T. Santos - Committee on Environment & Community Development Relations
- Dir. Leonardo G. Yu - Committee on Finance & Internal Control
- Carmenchu B. Vicente, RN - Committee on Personnel and Property
- Atty. Araceli L. Morcilla - Committee on Legal Affairs
- Engr. Cesar T. Palma - Committee on Engineering and Technology
